Russia's Transport Ministry submits changes to law on limit of AOCs for delays and poor performance

Russia's Ministry for Transport submitted changes to the federal aviation law to enable the Federal Air Transport Agency to temporarily suspend or limit the air operator's certificate (AOC) of carriers with unsatisfactory performance over a quarter, delays in the payment of wages or the delay of more than 20% of air services in a month, as confirmed by Minister Maksim Sokolov (Agentstvo Gorodskikh Novostey Moskva, 11-Jan-2018). As previously reported by CAPA, in 2017 the Ministry proposed the limitation of previously issued charter permits if a carrier delays the departure of 20% of services by at least two hours within a month, for reasons excluding weather.
