Thailand's Government reported international tourists will be permitted entry to Phuket from Jul-2021 without quarantine, on the condition they provide proof of having received a COVID-19 vaccine (Kyodo News/TTR Weekly, 27-Mar-2021). The government will prioritise vaccinating locals on the island prior to the entry of foreigners.
